cluster service restarts during the Restore-DatabaseAvailabilityGroup process

Exchange 2010 SP2 RU4, Windows 2008 R2 SP1 failover clustering

We recently tested a switchover to our DR datacenter.

As per MS guidance we stopped the cluster service on all of the DAG members in the DR center just prior to running the Restore-DatabaseAvailabilityGroup.

The Restore-DatabaseAvailabilityGroup  complained that "you cannot run (the cmdlet) while the DAG is up. please stop the clusters service on <Server1> ... and run the command again" .  We did just that and this time it reported the problem against <Server2>. This repeated a few times against the same servers where we already had stopped the cluster service.  We played whack-a-mole with the cluster service on the DAG members in the DR data center for a while until we were able to run the Restore-DatabaseAvailabilityGroup successfully.

My questions are

1) has anyone else seen this behavior during this portion of the switchover process and

2) what causes the cluster service to automatically restart a few seconds after you stop it on the DAG members in the DR datacenter ?
