Unable to activate the passive copy in DAG

We are unable to mount the passive copies when the other server which was hosting the active copies are unavailable. There are two mailbox servers in a DAG

1. M1 - hosts all the active copies

2. M2 - passive copies

There was a power failure and M1 went down, but M2 server couldn't mount any of the passive databases it had. When the M1 is up, all the databases are mounted automatically. This is not we expected, when the primary server in the DAG is not available the secondary server which has the copies should be able to mount the databases and provide HA.
