Restrict Drafts Folder

Hi,

We are in Exchange 2010 SP2 and Outlook 2010 and often see users save the restricted attachment in Drafts folder and retrieve them elsewhere.

We are in a position to restrict adding attachments and saving them in Drafts folder. Kindly share if there is any way of achieving it.
