Cannot start hierarchy replication on public folder database

The error below started a few days ago, I do not know if its IIS related, but now im missing some folders with in the public folders.

Enviroment:

Plain Exchange 2010 Enterprise - With Public folders that were replicated from exchange 2003.

Exchange 2003  is not part of the enterprise

All Exchange Servers are running independently on their own box

and not matter what I try and can not update the hierarchy,
