Exchange 2010 Full access permissions not working

Hello,

I am using Exchange 2010 SP1 with outlook 2010 and OWA.

I am trying to add full access permissions to a user's account. I have tried adding the full access permission through EMC and powershell. Both times the permission added without error. I let the permissions update over night with no luck. One note about this, if I add the full access permission to another account the settings update instantly. So the issue appears to be with only the one account. I have also temporarily added the full access permission to the entire exchange database. I was able to access all the accounts in the database except for this one user. I have verified the user is part of the database and checked and double-checked the user to verify that the full access permission is showing in exchange. The only thing I can think of is that we migrated from Exchange 2007 a few months ago so maybe there is some sort of legacy info conflicting. Any help would be greatly appreciated.
